Early Life and Education

Patrick Lucey was born on March 21, 1918, in Sparta, Wisconsin. His parents, Daniel and Margaret, instilled in him the values of hard work, compassion, and service to others. Lucey graduated from Sparta High School in 1936 and went on to earn a degree in economics from the College of St. Thomas in 1940.

During World War II, Lucey served in the United States Navy as a supply officer in the Pacific Theater. After the war, he returned to Wisconsin and attended the University of Wisconsin Law School, graduating in 1949.

Political Career

Lucey's political career began in 1952 when he was elected to the Wisconsin State Assembly. He served in the Assembly until 1960, when he was elected Lieutenant Governor. As Lieutenant Governor, Lucey played a pivotal role in implementing Governor John Reynolds' progressive agenda, including the creation of the Wisconsin Investment Board.

In 1964, Lucey was elected Governor of Wisconsin. He served three terms, from 1965 to 1971, during which time he championed a wide range of reforms aimed at improving the lives of all Wisconsinites.

Progressive Reforms

Governor Lucey's legacy is defined by his progressive policies. He believed in the power of government to address social and economic challenges and worked tirelessly to make Wisconsin a more just and equitable state.

Under Lucey's leadership, Wisconsin became the first state in the nation to legalize open housing, prohibiting discrimination in the sale or rental of housing based on race, religion, sex, or national origin. He also expanded access to healthcare through Medicaid and created the Wisconsin Educational Communications Board, which established public television and radio stations throughout the state.

Education

Lucey was a staunch advocate for education. He increased state funding for public schools, established the University of Wisconsin System, and implemented the Wisconsin Higher Education Aids Board, which provides financial aid to students attending Wisconsin colleges and universities.

Lucey believed that education was the key to unlocking opportunity and empowering individuals to reach their full potential. He once said, "The greatest gift we can give our children is a quality education."

Compassion and Social Justice

Patrick Lucey's legacy is not only defined by his progressive policies but also by his deep compassion and commitment to social justice. He was an outspoken advocate for the poor, the marginalized, and those in need.

Lucey established the Wisconsin Department of Health and Social Services, which integrated the state's health and welfare programs. He also worked to reform the criminal justice system, advocating for restorative justice practices and increased rehabilitation opportunities for inmates.

Later Life and Legacy

After leaving office in 1971, Lucey continued to serve the public. He was appointed Ambassador to Mexico by President Jimmy Carter and later became a professor at the University of Notre Dame.

Patrick Lucey passed away on July 9, 2014, at the age of 96. His legacy continues to inspire leaders and activists around the world, serving as a reminder of the transformative power of compassion, social justice, and a unwavering belief in progress.
